(1) Vendor needs to provide certificate of insurance and letter of credit compliance management system and associated professional services.– Provide a comprehensive, enterprise–grade certificate of insurance and letter of credit management system, inclusive of all software, professional implementation services, systems integration, data migration, training, and ongoing support required to deliver a fully operational solution.– System shall support the intake of insurance compliance documentation through multiple channels, ensuring that all submission methods are available, functional, and traceable.– System shall incorporate automated data extraction capabilities, including optical character recognition (OCR) and intelligent document recognition, to extract structured data from submitted certificates and financial assurance instruments.– System shall include a structured deficiency and exception management capability to govern the resolution of non–compliant submissions.– System shall include a configurable workflow engine that automates document routing, review, approval, and exception management processes.– System shall provide a centralized, secure document repository for all insurance compliance documentation submitted to and generated by the authority.– System shall include a secure, self–service external portal accessible to consultants, contractors, tenants, licensees, brokers, and other external parties.– Mobile–responsive design compatible with current versions of standard web browsers (Chrome, Edge, Firefox, Safari) on both desktop and mobile devices, including tablets and smartphones running current iOS and Android platforms.– Solution may incorporate artificial intelligence, machine learning, natural language processing, or other automated decision–making technologies in the performance of data extraction, compliance evaluation, exception identification, or other system functions.(2) All questions must be submitted no later than August 28,2026.
