(1) Vendor needs to provide financial and accounting services for small businesses to the government authority located in Baltimore, MD. – Provide Certified Public Accountant (CPA), licensed accountant professionals and/or bookkeepers to provide accounting, tax, and financial advisory services to small businesses.– The goal of this engagement is to support the financial health, compliance, and long–term sustainability of small businesses through high–quality professional services.– Accounting & Bookkeeping Support• Setup of accounting systems• General ledger management• Financial statement review and/or preparation (balance sheet, incomestatement, cash flow)• Cleanup of existing financial records– Financial Advisory Services• Cash flow analysis and forecasting• Budget development and monitoring• Financial performance analysis• Business planning support– Technical Assistance & Client Support• One–on–one consultation with small business clients• Financial literacy guidance• Support for loan applications and financial documentation– Succession Planning• Conduct business valuation and financial feasibility analysis• Develop cash flow projections for succession scenarios• Provide retirement and exit planning for the owner• Structure transactions to minimize tax liabilities• Advice on sale structure (asset vs. stock sale)• Support development of buy–selling agreements with legal counsel• Prepare and normalize financial statements for due diligence• Identify financial risks and opportunities during transition– Training Services• Develop customized training curricula based on client or program needs• Design training materials (presentations, workbooks, templates, guides)• Deliver live workshops (in–person or virtual)• Provide one–on–one coaching or technical assistance sessions• Facilitate group training and interactive learning sessions(2) All the questions must be submitted no later than June 12, 2026.
