(1) Vendor needs to university housing demand and market study service to the government authority located in Tallahassee, FL. – Provide market analysis of city student housing markets, assess current student demand for campus housing, and provide tangible recommendations toward the creation of a university housing master plan for state university. – Development of a comprehensive housing master plan, including strategic recommendations related to current and future housing demand, renovation or repurposing of existing facilities, potential acquisition or conversion of housing assets, and sequencing of future capital or operational priorities.– Create a comprehensive master plan for the city campuses and to determine university housing strategic priorities.– Student Housing Demand and Needs Assessment: Conduct a housing demand and needs assessment focused primarily on undergraduate students currently enrolled regardless of whether they currently live on campus or off campus.– Strategic Asset Value Assessment: Analyze existing housing inventory data, occupancy statistics, facility utilization, and related information to assess the strategic value of current University Housing assets and identify opportunities for renovation, repurposing, demolition, replacement, or other long–term housing master planning considerations.– Off–Campus Student Housing Market Study: Evaluate the off–campus student housing market, including rates, amenities, occupancy trends, competitive market position, proximity to campus, student preferences, and any other market conditions.– Enrollment Forecasting: Incorporate enrollment forecasting assumptions for both city campuses and explain how projected enrollment trends may affect housing demand, occupancy, bed mix, affordability, and long–term master planning recommendations. – Implementation Plan and Strategy: Provide a recommended implementation plan and strategy for execution, including prioritization of recommendations, sequencing considerations, assumptions, potential risks, and decision points requiring leadership direction.(2) The contract period will be for five years.
