(1) Vendor needs to provide emergency incident cost recovery and medical billing services.– Program administration and account management:– Provide all personnel, materials, equipment, technology, and services necessary to perform and accomplish all requirements of the contract.– Billing and claims processing:– Upon receipt of emergency incident services and ambulance report data, review and prepare invoices according to rates established by the agency and mail applicable invoices to patients within three (3) business days.– Such mailing shall include all necessary forms for payment processing and a return envelope.– Upon receipt of complete individual or patient claim information, electronically submit applicable medicare, medicaid, and insurance claims within three (3) business days.– Provide a pre–claim review and error–trapping process to identify incomplete, inaccurate, or deficient documentation or claim information before submission.– EMS documentation training and quality improvement:– Training shall address current documentation requirements and common documentation deficiencies affecting medical necessity, reimbursement, claim denials, regulatory compliance, and other EMS billing issues applicable.– Patient account management and customer service:– Accept responsibility for individual/patient billing inquiries and complaints during regular business hours and provide qualified personnel to respond to such inquiries.– Financial management and reporting.– Information technology, integration and data management.– Privacy, security and regulatory compliance.– Business continuity, audit and transition.(2) The contract period will be for five years.
