REQUEST FOR EXPRESSIONS OF INTEREST (CONSULTING SERVICES – INDIVIDUAL CONSULTANT) Country: Ethiopia Name of Project: Eastern and Southern Africa Girls’ Empowerment and Resilience (EAGER) programme Grant No : P179293 Assignment Title : Individual Consultant as Finance Officer Reference No . ET-AUC-561624-CS-INDV The African Union Commission has received financing from the World Bank toward the cost of Eastern and Southern Africa Girls’ Empowerment and Resilience (EAGER) programme and intends to apply part of the proceeds for consulting services. The consulting services (“the Services”) include maintaining and regularly updating M&E databases, tracking tools, and information management systems to ensure accurate and reliable programme records. Specific tasks include: Designing and managing databases to store programme data and ensure accurate reporting. Maintaining and regularly updating M&E databases, tracking tools, and information management systems to ensure accurate and reliable programme records. Regularly collecting, compiling, analyzing, and synthesizing data and monitoring project progresses against established indicators and targets. Assisting in the administration of surveys, assessments, evaluations, and other data collection activities, including questionnaire preparation, data entry, and initial analysis. Maintaining organized records of M&E documents, reports, datasets, tools, and supporting evidence for audit and reporting purposes. Conducting regular data quality checks and support data verification exercises to ensure completeness, accuracy, consistency, and reliability of reported information Following up with implementing partners and relevant stakeholders on submission of required monitoring data and reporting information, under the guidance of the M&E Officer. Providing regular updates on programme achievements, challenges, and risks to program team and stakeholders Assisting the preparations of monitoring reports, dashboards, data visualizations, and other knowledge products Supporting the preparation of periodic project progress reports, including data summaries, indicator tracking tables, and supporting documentation for governance structures such as the Technical Working Group (TWG), Project Management Team (PMT), and Project Steering Committee (PSC). Supporting the organization of M&E-related meetings, workshops, training sessions, and learning events, including preparation of materials and documentation of proceedings. Supporting the documentation and dissemination of evaluation findings, lessons learned, and good practices. Coordinating routine communication with implementing partners and AU Member States regarding submission of monitoring data and reporting requirements. Supporting the operationalization of the AU Gender and Youth Observatory (AUGYO) through data management, documentation and reporting support. Performing any other related duties assigned by the supervisor. The detailed Terms of Reference (TOR) for the assignment are attached to this Request for Expression of Interest. The African Union Commission now invites eligible individuals (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are: Bachelor’s degree in Monitoring and Evaluation, Statistics, Social Sciences, International Development, Economics, Development Studies, or a related field. A postgraduate qualification is an added advantage. Minimum of three years of relevant experience supporting monitoring, evaluation, reporting, or data management functions within development, gender equality, education, or related programmes. Demonstrated experience in data collection, data entry, data management, and preparation of monitoring reports. Experience supporting the use of M&E tools, databases, tracking systems, and data visualization platforms. Basic understanding of results-based management (RBM), monitoring frameworks, indicators, and reporting processes. Knowledge and experience in collecting and managing gender-sensitive data and indicators is an advantage. Strong analytical skills with the ability to organize, interpret, and present programme data in a clear and concise manner. Good written and verbal communication skills, including experience in preparing reports, summaries, and documentation. Experience working with development partners, government institutions, or international organizations, preferably within the African development context. Proficiency in relevant data management and reporting tools (e.g., Excel, databases, data visualization tools, or other M&E information management systems). Proficiency in English and at least one of the African Union working languages. Good command of French and/or Portuguese is an advantage. Following increased engagement between the Commission and the World Bank, existing collaborations and new programmes on gender equality and women’s empowerment (GEWE) have been established. In 2023, the AUC and World Bank signed an agreement to implement the East and Southern Africa Girls’ Empowerment and Resilience (EAGER) project, to be implemented from 2024 to 2029. The project provides a platform to directly collaborate with AU Member States across Eastern and Southern Africa on women and girls’ empowerment. The EAGER project seeks to increase girls’ and women’s educational attainment and earnings and to strengthen the institutional capacity to implement gender equality policies. The project components include boosting human capital accumulation, enabling access to productive employment, and building the enabling environment to generate change across both formal and informal institutions including development of policies and regulatory frameworks, markets, and social norms that support the adoption of progressive gender equality reforms. Goals and Objectives To maintain and regularly update M&E databases, tracking tools, and information management systems to ensure accurate and reliable programme records. Duty Station The Monitoring and Evaluation Assistant is expected to be based in Addis Ababa, Ethiopia at the African Union Headquarters, specifically within the Women, Gender and Youth Directorate (WGYD). He/She shall avail time for any travel pertinent to EAGER as requested by the Women, Gender and Youth Directorate (WGYD), and/or the Department of Health, Humanitarian Affairs and Social Development (HHSD), and/or the African Union International Centre for Girls and Women’s Education in Africa (AUCIEFFA). Activities and Deliverables The African Union Commission seeks the services of a qualified professional to execute the role of Monitoring and Evaluation Assistant. Deliverables With guidance and under supervision of the Regional Programme Coordinator and working closely with the Monitoring and Evaluation Officer, the Monitoring and Evaluation Assistant will deliver, at a minimum, the following: Routine programme monitoring data collected, compiled, verified, and recorded under approved M&E systems in a timely manner. M&E databases, tracking tools, and reporting templates maintained and updated regularly with accurate and complete information. Monthly, quarterly, and ad hoc monitoring and reporting inputs and reports prepared and submitted according to programme requirements. Data quality assurance protocols developed. Consolidated data summaries, dashboards, factsheets, and other knowledge products developed to support programme monitoring and decision-making. Programme achievements, lessons learned, success stories, and good practices documented and compiled for reporting, learning, and knowledge management purposes. Any other related assignment assigned by the Regional Project Coordinator in support of the EAGER Project Reporting and Supervision The Monitoring and Evaluation Assistant will report to the Regional Programme Coordinator and work under the supervision of the Women, Gender and Youth Directorate (WGYD) of the African Union Commission. Qualifications and Work Experience Required a) Bachelor’s degree in Monitoring and Evaluation, Statistics, Social Sciences, International Development, Economics, Development Studies, or a related field. Terms of Payment and Duration The Monitoring and Evaluation Assistant shall be remunerated based on experience, task load and will be guided by AUC considerations on equivalent professional level and rates. The contract will cover a 12-month period, with the possibility to extend based on successful performance.
