(1) Vendor needs to provide data center impact study consulting services to the government authority located in York, SC. – Provide comprehensive plan, conducting a general land–use planning study, developing an economic–development strategy, or conducting a general fiscal or economic impact study.– Community engagement:– A structured, neutral community engagement process designed to identify and– Document resident and stakeholder experiences, concerns, priorities, and information needs.– Conduct and promote an online survey available to all york county residents for at least 30calendar days.– Documented impacts supported by available data or research.– Reasonably foreseeable impacts based on accepted technical methods and comparableexperience;– Potential impacts for which available evidence is limited or inconclusive; and– Community concerns, perceptions, and quality–of–life considerations that may be relevant tocounty policy even where impacts cannot be readily quantified.(2) Pre–bid meeting will be held on November 18, 2026 (3) All the questions must be submitted no later than November 24, 2026
