Multidisciplinary On Call Professional Services: Plan Check, Engineering, Environmental, and Office & Field Support

City of Pinole / Community Development Department

Description

The City of Pinole is soliciting proposals from qualified consulting firms to provide multidisciplinary on‑call professional services in support of the Community Development and Public Works Departments. The purpose of this effort is to supplement staff capacity, improve operational efficiency, and maintain high service levels across building, planning, engineering, environmental compliance, and public works functions. The City seeks to establish four‑year on‑call contracts, beginning February 1, 2027, with one or more consultants across a broad range of service categories. These services will support routine operations such as plan check, permit processing, and inspection, as well as meet periodic or urgent needs related to major development projects, capital improvement program delivery, regulatory compliance, and field staffing. Key Service Categories Consultants may propose for one or multiple scopes, including: Plan Review and Technical Review Services: Full‑discipline building plan check, civil and infrastructure review, stormwater (C3/C6) compliance, land development review, and related technical evaluations, conducted primarily through the City’s electronic permitting system (eTRAKiT). Professional Staffing & Field Services: As‑needed inspectors, permit technicians, code enforcement staff, and public works field support to assist during peak workloads, staff vacancies, or specialized service demands. Engineering and Public Works Support: Municipal engineering, infrastructure design, stormwater and wastewater planning, capital project support, hydrology/hydraulics, accessibility (CASp) compliance, energy evaluations, and technical consulting. Environmental & Regulatory Compliance: Environmental review, NPDES and stormwater program support, contamination assessment, site remediation, and industrial hygiene services. Construction Management Services: Project administration, field observation, schedule and cost tracking, contractor coordination, and QA/QC. Surveying, Mapping, Testing & Geotechnical Services: Boundary and topographic surveys, mapping, soils and materials testing, geotechnical evaluations, and related technical analyses. Financial, Economic, and Grant Support Services: Grant writing, compliance documentation, economic analyses, and reimbursement assistance. Real Estate Services: Right‑of‑way management, valuations, acquisitions, relocations, and lease‑related services. The City’s Community Development and Public Works Departments are experiencing increased demand due to major development activity, aging infrastructure, complex regulatory requirements, and staffing transitions. While each department maintains dedicated full‑time staff, both rely on specialized consultants to ensure timely processing of permits, consistent code enforcement, delivery of capital projects, and compliance with federal, state, and regional regulations. RFP Evaluation and Timeline Consultants will be selected based on: Understanding of the scope (15%) Methods and procedures (15%) Management, personnel, and relevant experience (30%) Coordination and communication capabilities (20%) Cost proposal (20%) Key dates: RFP Release: October 14, 2026 Letter of Intent (optional): October 27, 2026 Questions Due: November 3, 2026 Proposals Due: November 30, 2026 Interviews (if needed): December 14, 2026 Council Award (anticipated): January 18, 2027 Contract Start: February 1, 2027 Through this RFP, the City aims to secure flexible, highly qualified consulting partners capable of providing timely, professional, and cost‑effective support across multiple disciplines.
