(1) Vendor needs to provide foundational skills materials supplies and service to the government authority located in Des Moines, IA. • Providing the highest quality instructional materials and related services at the lowest cost to the district.• Instructional materials for grades 3–5 that strengthen Foundational reading skills beyond basic single–syllable decoding.• Materials must provide explicit, systematic, evidence and research–based instructional practices grounded in the science of reading, supporting advanced word analysis, multisyllabic word recognition, morphology, spelling–meaning connections, fluency, vocabulary, and embedded assessment to support students in reading increasingly complex grade–level text.• Provide upper–elementary students with transferable word–reading routines for accurately decoding and spelling multisyllabic words.• Build students’ understanding of syllable patterns, morphemes, roots, prefixes, suffixes, and structural word parts that support word recognition and meaning making.• Strengthen connections among phonology, orthography, morphology, vocabulary, fluency, and comprehension.• Support daily, teacher–led explicit instruction with opportunities for modeling, guided practice, corrective feedback, distributed review, and cumulative application.• Include assessment tools that help educators identify student needs, monitor progress, and adjust instruction.(2) All the questions must be submitted no later than Oct 14, 2026.
