If a bidder intends to meet the SDB goal in full, they must submit SDB-2, SDB-3, and SDB-3.1. If a bidder is seeking a full good faith efforts waiver (not agreeing to meet any portion of the SDB participation goal), they must submit SDB-2 and the information requested in SDB-5 (parts 1-5). If a bidder is seeking a good faith efforts waiver from a part of the SDB participation goal, they must submit SDB-2, SDB-3, SDB-3.1, and the information requested in SDB-5 (parts 1-5).
