REQUEST FOR EXPRESSIONS OF INTEREST CONSULTANT’S QUALIFICATIONS BASED SELECTION (CQS) Name of Project RMI Urban Resilience Project (P177124) Loan No/Credit No/ Grand Number E6610-MH Assignment Title Technical Assistance for RMI Building Code Implementation Support (Consulting Firm) Procurement Plan Ref Number MH-MWIU-558067-CS-CQS Country of Delivery Marshall Islands 1. The Government of the Republic of Marshall Islands has applied for financing from the World Bank toward the cost of the RMI Urban Resilience Project (RMIURP) and intends to apply part of the proceeds for consulting services. 2. This assignment is intended to strengthen the technical and operational capacity of the Building Safety and Regulations (BSR) Division of the Ministry of Public Works, Infrastructure and Utility (MPWIU), in implementing the National Building Code (NBC) and the National Building Code Act. Through the engagement of a multidisciplinary firm, the assignment will provide specialized technical advisory services to support the implementation of the building regulatory system, improve regulatory processes, and enhance the technical capabilities of BSR staff. The assignment will also include targeted technical training for key stakeholders and the development of standard, code-compliant residential building plans to promote safe, affordable, and resilient housing. The complete scope of services, including the consultant qualification requirements, is indicated in the Terms of Reference (TOR) for the assignment , which can be obtained from the contact details provided below. The Consulting Firm shall provide qualified experts across relevant disciplines over a period of eighteen (18) months to support the Building Safety and Resilience (BSR) Division in achieving the objectives of this assignment by implementing the following three activities under two components. PART A (Time-Based) Activity 1. Technical Advisory Services PART B (Lump Sum) Activity 2. Standard Residential Housing Plans Activity 3. Training and Capacity Building 3. The BSR Division of the MPWIU now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. 4. The attention of interested Consultants ( Individuals ) is drawn to paragraph 3.14, 3.16 and 3.17 of the World Bank’s Procurement Regulations for IPF Borrowers, Seventh Edition September 2025 (“the Regulations”), setting forth the World Bank’s policy on conflict of interest. 5. The best qualified firm to carry out the services will be selected in accordance with the Consultant’s Qualifications Based Selection (CQS) method set out in the Regulations and based on the following criteria: The consulting firm shall have a minimum of ten (10) years of demonstrated experience in building code implementation, regulatory support, and/or building regulatory reform in developing country contexts. This shall include experience in: building code development, review, interpretation, or application; building design review and code compliance; relevant international standards (ICC, NFPA, ASCE, ASHRAE); building permit review processes; supporting construction inspection systems; and working within regulatory or compliance environments. The Firm shall demonstrate relevant experience in providing building code implementation support, technical advisory services to building control authorities, institutional and capacity building for regulatory agencies, and/or the development of building regulatory systems, operational procedures, guidelines, or tools. Experience in low- and middle-income countries. Prior experience working in the relevant region or in countries with similar construction practices, hazard profiles, and institutional contexts, especially small island developing states, will be considered an advantage. The firm shall demonstrate experience in delivering training programs for government officials and professionals in the construction sector. Experience working on World Bank-financed projects or other multilateral development bank projects is highly desirable. 6. Further information can be obtained from the email address below. 7.
