(1) Vendor needs to provide independent hedging advisory, market intelligence, analytical, and benchmarking services include owned or contracted generation, load obligations, fuel supply, transmission rights, renewable resources, and financial and physical hedges to the government authority located in Long Island, NY.• Provide advice and recommendations on a disciplined, transparent hedging program aligned with approved risk tolerance, governance requirements, budget objectives, and operational portfolio.• Obtain independent and timely analysis of natural gas, power, basis, market drivers.• Evaluate hedge performance and program design using appropriate benchmarks and peer or industry practices.• Provide decision–ready recommendations that are understandable with trading personnel, management, risk committees, governing boards, auditors, and other stakeholders.• Improve the consistency, auditability, and efficiency of hedge–plan monitoring and reporting– Strategy Review and Analytics• The provider shall evaluate the following, as applicable to portfolio:• edging objectives and risk tolerances;• Hedge horizon and volumetric targets;• Natural gas, power, environmental products, basis, and related risks;– Research, Alerts, and Customized Reporting• Daily, weekly, monthly, seasonal, and/or annual market reports, as proposed by the bidder and agreed with agency.• Timely alerts and special reports concerning significant price movements, weather events, or other circumstances that may affect agency• Fundamental analysis addressing supply, demand, weather, storage, and other relevant drivers.– Benchmarking and Annual Program Review• Work with agency to define appropriate benchmark metrics aligned with its objectives, portfolio, governance structure, and risk tolerance.• Provide templates and reasonable assistance for secure transfer, validation, and analysis of budget, exposure, transaction, position, and performance data(2) All question must be submitted no later than September 8, 2026.
