(1) Vendor needs to provide human resource management information system. – Maintain a single Human Resource Management Information System (HRIS)• Provide centralized employee records and serve as the primary system of record for workforce data management.• Store comprehensive employee information including address, demographic data, work location, emergency contacts, hire date, seniority date, salary information (historical and current), union data, allocation data, and job title• Allow HR to create customizable fields on employee profiles to support evolving Treasurer requirements• Enable the HR to design and manage standardized or customizable onboarding workflows.• Support timekeeping, scheduling, and attendance tracking across all employees.• Performance & Development:– Provide a structured and configurable performance management framework.• Provide a reporting dashboard with both prebuilt and customizable reporting capabilities for employee data and timekeeping records.• Timekeeping System:– One timekeeping system.– Clock or time in and out.– Track real–time clock–in and clock–out activity.• Benefit Time Management System:– Ability to view their current and historical benefit balances including vacation, personal, comp, earned equivalent time (EET) and floating holiday– Accumulate and track the number of hours earned and used for benefits such as vacation and sick.• Employee management system.• Retention of employee information.• Custom Report Maker:– Provide robust reporting tools that allows for customized reports – not just canned reports– Allow for all reports to be exported to Excel• Software/Hardware Requirements:– Guarantee accuracy, stability, integrity and a strong relational component capable of intensive and simultaneous transactions with a multi–user (up to 270 users) workstations capability.• Administrative Module: Provide extensive management tools to ensure the functionality, security and administration of the HRIS application and its underlying database environment, in support of the agency’s established user security rules and policies.• Provide on–site comprehensive training to agency employees as part of the implementation process.(2) All the questions must be submitted no later than August 12, 2026. (3) The contract period will be for four years.
