(1) Vendor needs to provide city council facilitation services to the government authority located in National City, CA.– Engagement is to support the city council and the city's newly appointed city manager in establishing a collaborative, effective governance foundation through structured facilitation, strategic planning, and organizational development activities.– Professional facilitator capable of guiding both elected officials and professional management staff through a productive, outcome–driven process at a pivotal moment in the City's leadership history.– Serve as a neutral, independent facilitator — not an advocate for any particular position or interest  to guide the City Council and City Manager through structured dialogue, goal–setting, and visioning sessions.– Pre–Engagement Assessment– Facilitation Planning and Coordination– Strategic Planning Support– Provide structured strategic planning support to translate retreat outcomes into a formal, written strategic framework(2) An optional pre–submittal informational conference will be held on August 12, 2026.(3) All questions must be submitted no later than August 20, 2026.
