(1) Vendor needs to provide development partner service to the government authority located in South Portland, ME. – Commit to a pre–development evaluation in collaboration with the selected development partner to establish project feasibility and confirm the merits of a p3 approach.– Conduct meaningful public engagement and solicit community feedback on one or more project concepts through an open and transparent process– Review and refine building and site concept plans and programming.– Develop preliminary architectural renderings as needed.– Evaluate other public and private financing incentives.– Prepare development budgets and operating pro formats.– Conduct community outreach, including public meetings and workshops, as necessary.– Evaluate ownership and partnership structures.(2) All the questions must be submitted no later than August 6, 2026.
