The Independent State of Samoa has received financing from the World Bank toward the cost of the Samoa Aviation and Roads Investment Project (SARIP), and intends to apply part of the proceeds toward payments under the contract for Faleolo International Airport Boundary Fence Installation. 2. The Samoa Airport Authority now invites sealed Bids from eligible Bidders for the Faleolo International Airport Boundary Fence Installation which generally comprising removing the existing fence, excavating, and installation of new fence and gates. 3. Bidding will be conducted through international competitive procurement using a Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers” September 2025 (“Procurement Regulations”), and is open to all Bidders as defined in the Procurement Regulations. 4. Any interested bidders can download the bid free of charge in the link above. 5. The bidding document in English will be accessible through the procurement portal indicated in item 4 above. 6. Physical copies of Bids must be delivered to the address below: Ms Soteria Noaese, Secretary, Tenders Board Ministry of Finance 02 Apia City Boulevard, Level 4, CBS Building Apia, Samoa on or before 11:00 am on 21 September 2026. Electronic Bidding will be permitted. The electronic bids submission procedures shall be through the Government of Samoa (GoS) e-tendering portal which is administrated and managed by the Procurement Division within the Ministry of Finance and can be accessed via the link: https://portal.tenderlink.com/mof_samoa/. Late Bids will be rejected. Bids will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend at the address state in (9) below immediately after bids are closed at 11:00am on 21 September 2026. 7. All Bids must be accompanied by a Bid Security Declaration Form. 8. A Pre-Bid meeting will take place on Wednesday, 02 September 2026 at 11:00am at the Security Conference Room, First Floor of the main Faleolo International Airport Terminal at Faleolo. The meeting will be followed by a site visit. The site visit is mandatory for all bidders that wish to submit a bid. 9.
