Montenegro Ministry of Transport Request for Proposal (CONSULTING SERVICES – FIRMS SELECTION) Country: Montenegro Name of Project: Western Balkans Trade and Transport Facilitation Phase 2 (TTFP) Loan No: 94710-0 ME Assignment Title: Consulting Services for Project Supervision National Port Community System (PCS) Reference No: MNE-WBTTFP-94710-DQCBS-25-2.1.6 Published on: September 18, 2026 The Government of Montenegro has received financing in the total amount of USD 15,000,000.00 (equivalent) from the World Bank, toward the costs of the “ Western Balkans Trade and Transport Facilitation Phase 2” (TTFP). Ministry of Transport (MoT) is the umbrella ministry under which the transport sector falls and will serve as the lead implementing body for the project and intends to apply part of the proceeds of this loan towards payment for Consulting services under the Contract Ref. No: MNE-WBTTFP-94710-DQCBS-25-2.1.6 Consulting Services for Project Supervision National Port Community System (PCS). The Ministry of Transport (the Client) and Ministry of Maritime Affairs (the Beneficiary) are seeking a highly qualified consulting firm with maritime supply chain experience, Port Community System project design and implementation management expertise or Port Community System project supervision,to: i) provide technical advisory support to the Client during the selection and contracting of the supplier of the National Port Community System (the PCS Supplier); and (ii) supervise, on behalf of the Client, the performance of the PCS Supplier Contract for the design, supply, delivery, installation, configuration, integration, testing, commissioning, Operational Acceptance and hand-over of the National PCS Phase 1 focused on the Port of Bar community, including warranty and technical support services of the PCS Supplier The objective of this service (“the Service”) is to assist the Client in ensuring that the PCS Supplier performs the PCS Supplier Contract in accordance with its technical requirements, Project Plan, Implementation Schedule, applicable World Bank procurement and contract documents, and good international practice for port community systems, so that the PCS is delivered fit for purpose, on time, secure, documented and ready for sustainable operation by the Beneficiary. The Consultant will work closely with relevant stakeholders ensuring compliance with Montenegro’s policies, EU regulations, and international best practices. The services of the consultants or firm are expected to be required for a time period of approximately 640 days between November, 2026, and April 30, 2028, which marks the end of the project design, supply, implementation, commissioning and maintenance phase 1 period. The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” seventh edition, September 2025 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest. Consultants may associate with other firms to enhance their qualifications, but should indicate clearly the form of the association (Joint-venture, Consortium, sub-consultancy; member in charge; other member/s and or sub- consultants). Joint ventures should submit letter/confirmation, indicating their intent to form a joint venture if awarded the contract and shall provide the above-mentioned information for each member of the joint venture. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected. A Consultant will be selected in accordance with the Direct QCBS (modified approach of a Quality Cost Based Selection (QCBS)) method set out in the Procurement Regulations. The detailed RFP (Request for Proposal) which include Terms of Reference (TOR) and procedure instructions, can be obtained upon request at the e-mail address given below. Interested consultants may obtain further information at the address below, from 09:00 to 15:00 hour’s local time. Technical and Financial proposals must be delivered in written form. The sealed envelopes containing the Technical and Financial Proposals shall be placed into one outer envelope and sealed. This outer envelope shall be addressed to the Client and bear the submission address, RFP reference number, the name of the assignment, the Consultant's name and address, and shall be clearly marked “Do Not Open Before [date/time]”. The deadline for submission is October 30, 2026, 10:00h.
