(1) Vendor needs to provide dispatch consolidation feasibility study services to the government authority located in Cedar Rapids, IA.– Provide a comprehensive feasibility study regarding the potential consolidation of emergency communications and public safety answering point (PSAP) operations within county.– Study must evaluate both full consolidation and alternative shared–service models.– Existing dispatch operations and workflows– Call volumes and workload analysis.– Telephony systems.– Logging recorders.– Mapping and GIS systems.– Cloud–based versus on–premise solutions.– Financial analysis.– Operational analysis.– Human resources and organizational impacts.– Facilities analysis.– Identify technological improvement opportunities and their impact on community outcomes.– Consolidation model development.– Risk and benefit analysis.– Technology assessment.(2) All questions must be submitted no later than September 8,2026.(3) The contract period will be for one year.
