(1) Vendor needs to provide reading and mathematics assessment grades 3–8 solution.• User access management including future use of valid authentication and authorization mechanisms, such as single sign–on or username/password in combination with SSL encryption.• Provide multi–factor authentication for secure login.• The solution must provide a secure means for authorized administrative users to access the system from external networks using authentication, role–based permissions, and encrypted communications that restrict access to assigned functions, data, and documents.• Provide clear navigation, consistent visual design, and plain–language descriptions to support diverse user capabilities.• The solution must provide a secure public–facing portal, accessible through a department–approved website or other State–approved location, to support applicants and other authorized external users.• The solution must support automated enrolment–based student rostering through department data systems.• The solution must include configurable business rules management functionality that enables authorized users to define, deploy, execute, monitor, and maintain system decision logic without requiring custom code changes.• Users must be able to review and confirm information before final submission.(2) All question must be submitted no later than August 26, 2026.(3) A contract period will be for one year.
