Description
The City is considering delivering the project using the Construction Management at Risk method pursuant to the applicable requirements of M.G.L. c. 149A. This project may be subject to a Project Labor Agreement with the Boston Building Trades and the Carpenters Union. Applicant firms must have experience on the following types of projects: Construction Management at Risk; Construction and Renovation of K-12 schools in Massachusetts; those using Northeast Collaborative High-Performance Schools (NE-CHPS) criteria, and/or those receiving the U.S. Green Building Council Leadership in Energy and Environment Design (LEED) Silver certification; and construction in an urban school environment with site constraints. This procurement process is qualifications based and will consist of a two-phase selection process: Phase I -OPM qualifications review and shortlist of applicant firms; and Phase II - interviews of the short-listed applicant firms. The top-ranked applicant firm at the end of Phase II will be invited to enter into a contract for a negotiated fee to provide OPM services for a feasibility study and schematic design for the Madison Park Technical Vocational High School. If the project is approved for funding by the MSBA for phases beyond feasibility and schematic design, the contract awarded hereunder may be amended to provide for additional services, relative to the design, bidding, and construction phases through to completion of the building project and full occupancy of the same. The scope of work includes OPM services to assist the City of Boston in managing the feasibility study and schematic design phases of the Madison Park Technical Vocational High School project. The OPM must possess a broad range of management and communication skills. The OPM's responsibilities include, but are not limited to, the ability to monitor and manage the participants, provide timely recommendations, perform cost estimating, value engineering analyses, constructability and scheduling analyses and to monitor the timely resolution of any and all issues that could potentially impact schedule or costs. OPM firms are hereby notified that a site viewing is scheduled for October 7, 2026 at 3:00 p.m., (Eastern Standard Time) at the Madison Park Technical Vocational High School, located at 75 Malcolm X Boulevard, Roxbury, Massachusetts 02120. Project schedule information and preliminary program guidance are included in the OPM Application Package. The OPM Application Package may be obtained on or after September 30, 2026 at 12:00 p.m. EST : Via email by contacting bid.info@boston.gov Or accessed online via the Trimble Unity Construct (formerly e-Builder) online bidding portal at https://tinyurl.com/Boston-PFD-Bids Substantive questions concerning this OPM Package are to be submitted in writing to bid.info@boston.gov before 12:00 p.m. EST on October 9, 2026. No substantive questions will be accepted after that time. SOQ responses to this RFS are due no later than October 21, 2026 at 12:00 p.m. EST . Late qualification statements will not be accepted.
