(1) Vendor needs to provide construction management and owner representative services will support waterfront development corporation throughout pre–construction, procurement, design development, permitting coordination, construction, grant compliance, and project closeout to the government authority located in Louisville, CO.1. Project Administration & Coordination• Coordinate with agency, Department for local government, and National Park Service throughout the project.• Ensure all work aligns with the approved project scope and agency boundary requirements.• Support preparation of materials required for review and approval2. Procurement Support• Assist with drafting and managing for community engagement, design, engineering, and construction services.• Ensure all procurement documents include required federal clauses and comply with applicable federal requirements.• Support evaluation, selection, and negotiation processes.3. Environmental, Cultural, and Accessibility Compliance4. Cost and Schedule Management• Provide cost estimating, value engineering, and change order review consistent with federal cost principles5. Construction Oversight• Monitor construction for compliance with approved plans, specifications, and applicable federal, state, and local requirements6. Documentation and Closeout• Maintain complete project records in accordance with federal retention requirements(2) All questions must be submitted no later than August 21, 2026.
