Vendor needs to provide inclusive vulnerability assessment services to the government authority located in New York.1. Intersectional assessment report:– Assess through the lenses of gender, vulnerability and inclusion.– Review city’s local policies, plans and programmes on gender, vulnerability and climate risk, such as (but not limited to) the gender and development code, the gender fair ordinance, gender and development accomplishment reports, the comprehensive care ordinance, system and its care framework the disaster response dashboard, and assess the level of mainstreaming (or embedment into processes and climate governance) and potential intersectionality and integration, as well as localisation in these initiatives, where appropriate.– Review and evaluate the socioeconomic profile of city through the community based monitoring system, as well as operational and planning forms used by departments that have potential to capture specific and disaggregated vulnerability information, such as (but not limited to) the Social services department’s general intake forms, profiling sheets for vulnerable areas and data banking, and the family access card in emergencies and disasters; and relevant disaster risk reduction and management department’s planning tools and forms, such as the pre–hospital care report.2. Inclusive vulnerability assessment:– A comprehensive inclusive vulnerability assessment that overlays climate hazards, vulnerability, and the built environment, impacts of hazards on vulnerable population groups, and integrates qualitative data from participatory engagement results in a narrative, with insights, lessons, and recommendations that will be linked and to strengthen intersectionality’s in city’s policies and climate actions– Digital maps and raw geospatial files with complete attribute data pertaining to the disaggregation of vulnerability and socio–economic categories, as well as analysis on spatial accessibility and other findings on analysing overlaid data points and qualitative inputs, organised in a database, which city can interoperably use with existing platforms, such as the city’s unified geographic information systems platform, as well as open platforms (QGIS).
