Vendor needs to provide fire authority feasibility study services to the government authority located in St. Louis, MO.• Complete a comprehensive community risk analysis of participating municipalities.• Develop the standard of cover based upon community risk analysis and mutual aid using center for public safety excellence standards.• Potential impact to insurance services office rating.• Provision and cost of administrative services for new fire authority – HR, IT, finance, legal, administrative support staff.• Evaluation of existing services and associated revenue/expenditures in the consolidated service area.• Sustainability of current model (expenditure growth vs revenue growth).• Potential cost savings of standardized fleet, consolidation of reserve apparatus and vehicle, and fire apparatus maintenance.• Recommended capital purchases/sales to align capital equipment and facilities with standards of cover.• Recommendations for the member city transition to a fire authority pension.
