HR-9305 - USA (Dallas, Texas) - Classification Study Services - Deadline September 28,2026

(1) Vendor needs to provide classification study services to the government authority located in Dallas, TX. – The Contractor shall provide all specialized study support services, personnel, materials, and resources necessary to complete a comprehensive Classification Study.• Develop and submit a detailed project plan outlining methodology, timeline, milestones, datarequirements, and communication strategy.• Identify required documentation (e.g., current job descriptions, organizational charts, policies,classification structures).• The Contractor shall conduct a thorough review and analysis of all in–scope positions.• Review existing job descriptions and classification structures.• Analyze organizational charts and reporting relationships.• Conduct interviews and/or focus groups with incumbents, supervisors, and executive leadership asappropriate.• Utilize structured job analysis tools (e.g., questionnaires) if necessary.• Review agency policies and compensation guidelines for application to the classification study.• Evaluate internal relationships between classifications.• Identify redundant, overlapping, outdated, or misaligned positions.• Review and assess exemption status for compliance.• Apply a consistent point factor job evaluation methodology to determine appropriate classificationlevels.• The Contractor shall evaluate agency’s current classification framework and the results of a 2025 Market Study to provide recommendations for improvement.• Develop or refine a standardized job description template.• Evaluate consistency of classification decisions across departments.• Assess alignment between responsibility levels and classification placement.• Identify potential inequities in classification assignments (excluding pay analysis).(2) Pre–bid meeting will be held on September 17, 2026.
