(1) Vendor needs to provide community–based organization led services to the government authority located in Washington.– Design and deliver structured activities within the detention facility.– All curricula used must be developmentally appropriate and adapted for youth ages 10–17.– Deliver structured activities that are gender–responsive, trauma–involved and have culturally affirmative adaptations.– Skill Building, program should address practice and social competencies young people will need to navigate daily life, relationships and future opportunities.  – Creative and artistic expression program.– Health and wellness activities.– Advanced social and emotional development and are expected to remain in care for longer periods, with no anticipated return to the community in the near term.(2) A pre–bid meeting will be held on July 28, 2026.(3) The contract period will be for one year.
