Assignment Title : Consultancy Services for The Formulation of The National Single Window (NSW) Act for Somalia Individual/Firm: Firm Deadline: 18th July 2026 Reference No.: SO-MOF-542948-CS-CQS Place of assignment: Somalia The Government of the Federal Republic of Somalia has received financing from the World Bank toward the cost of De-Risking, Inclusion and Value Enhancement of pastoral economies in the Horn of Africa Project (DRIVE) and intends to apply part of the proceed for consulting services. The overall objective of this assignment is to develop a comprehensive, implementable, and consultation-validated legal package for establishment and operationalization of Somalia’s National Single Window, centered on a draft National Single Window Act ready for Government legislative processing The consultancy service is expected to be conducted over a period of 7 months from commencement. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.). The short-listing criteria are as follows: Minimum 10 years of demonstrated experience in public law reform, trade facilitation law, customs/trade governance, and institutional legal drafting. Experience in drafting primary and secondary legislation for NSW, customs modernization, digital government, or equivalent reforms in low-capacity and/or fragile contexts and experience in managing multi-stakeholder legal consultations and delivering enactment-ready legal packages for government clients (Must have successfully completed such similar projects). The Consultant shall provide the name and contact address of the Client (office and e-mail address and telephone number), date(s) of execution, name (s) of lead and associate firms, contract amount and financing sources. And provide legal registrations for the firm and any associated JV Members. Experience working on World Bank–financed or comparable international development assignments; and The technical and managerial organization of the firm. (Provide only the structure of the organization). Do not provide CVs of staff. Key experts will not be evaluated at the shortlisting stage The attention of interested Consultants is drawn to paragraphs 3.14, 3.16 and 3.17 of the World Bank’s Procurement Regulations for IPF Borrowers: Procurement in Investment Financing - Goods, Works, Non-Consulting and Consulting Services dated July 2016 and revised in November 2017 August 2018 and November 2020, (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest. Consultants may associate with other firms to enhance their qualification but should indicate clearly whether the association is in the form of a joint venture and/or a sub consultancy. In case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected. A Consultant will be selected in accordance with the Consultant Qualification Selection (CQS) method set out in the World Bank’s Procurement Regulations.
