(1) Vendor needs to provide health benefits consultant services including analysis, financial modeling, benchmarking, employee impact analysis, and strategic recommendations concerning health plan design alternatives and health plan funding options to the government authority located in Prineville, OR.• Identify practical health plan design alternatives for County consideration.• Model the cost impact and value of each alternative for the County and employees.• Benchmark the County’s current health plan design, cost–sharing, and funding approach against relevant peer, regional, and industry data.• Evaluate fully insured, self–funded, and other applicable health plan funding options.• Assess risk, cash flow, compliance, administrative burden, employee impact, and predictability.• Prepare executive–level materials that allow County leadership to make informed decisions.• Provide employee–facing tools or resources to support informed employee decision–making if plan changes are pursued.• Model expected costs under each funding arrangement, including fixed and variable costs, administrative expenses, stop–loss premiums, reserves, cash flow, and best–case and worst–case scenarios.• Compare projected financial outcomes over an agreed modeling horizon.• Evaluate risk tolerance, cash flow capabilities, claims volatility, stop–loss coverage needs, reserve requirements, and administrative feasibility.• Written deliverables must be submitted in Microsoft Word–compatible format and PDF.• Financial models and supporting tables must be submitted in Microsoft Excel–compatible format with formulas, assumptions, and source references preserved where practicable(2) All question must be submitted no later than October 13, 2026.
