(1) Vendor needs to provide outreach safety response team program services.– Provide qualified organizations to establish and operate an outreach safety response (OSR) team program for the regional light rail transit system and associated facilities. – Provide proactive, trauma–informed, community–based outreach and behavioural health response services to individuals utilizing the transit system who may be experiencing homelessness, behavioural health challenges, substance use disorders, social instability, or non–violent crisis situations.– OSR teams shall be deployed to light rail stations, platforms, streetcar corridor, park–and–ride facilities serving light rail vehicles in revenue service, and property immediately adjacent to those facilities.– The OSR Team Program is designed to:– Improve the safety and liability of the transit environment.– Provide visible outreach presence across the light rail system.– Support individuals experiencing crisis or instability.– Reduce non–emergency calls for law enforcement service.– Improve coordination between transit staff, contracted security personnel, behavioural health providers, and community partners.– Improve rider confidence and customer experience.(2) All the questions must be submitted no later than October 27, 2026.(3) The contract period will be for five years. (4) Pre–bid meeting will be held on October 20, 2026.
