(1) Vendor needs to provide long–range financial planning and fiscal sustainability roadmap services to the government authority located in Vallejo, CA.1. Develop a comprehensive long–range financial forecast for the General Fund and other selected funds, covering at least a ten–year planning period.2. Evaluate the City’s current fiscal condition, including structural deficit issues, reserve levels, revenue trends, expenditure growth, and long–term obligations.3. Identify key financial risks, cost pressures, and areas where the City may need corrective action or policy direction.4. Examine major budget drivers, including personnel costs, overtime, healthcare, pension costs, vacancy assumptions, labor agreements, stormwater–related General Fund impacts, insurance and claims costs, fleet, facilities, technology, capital maintenance, and other recurring obligations.5. Assess the role and sustainability of Measure P and other special or restricted revenue sources in supporting City operations and priority services.6. Develop alternative forecast scenarios based on different assumptions regarding revenues, expenditures, staffing, labor costs, service levels, inflation, capital needs, and economic conditions.7. Provide recommendations for budget stabilization, expenditure control, revenue enhancement, reserve management, and long–term fiscal sustainability.(2) All question must be submitted no later than July 24, 2026.
