(1) Vendor needs to provide flexible spending account and COBRA administration services.– Provide services equating as closely as possible to the current program for employees and dependents for the July 1, 2027 through June 30, 2028 plan year for:• Health Reimbursement and Dependent Care Flexible Spending Accounts• COBRA Administration• Provide a designated account manager and account management team. • COBRA administration proposals should include billing to participants, collection of premium, and remitting premiums to the district.• Provide customer service to answer inquiries on claims, eligibility, services, coverage, or other inquiries from participants Monday through Friday from 8:00 AM to 6:00 PM (AZ time)• Provide claims forms• Receive claims and process payments of benefits in accordance with the plan designs for all claims incurred(2) Intent to Propose due on November 20, 2026.(3) All questions must be submitted no later than December 3, 2026.
