(1) Vendor needs to provide investment technology and RFP consulting services to the government authority located in Springfield, IL. – Assist the agency with the modernization of its investment operations and technology environment. • Help the agency to develop an integrated, scalable, and well–governed investment technology environment that:– Establishes reliable and authoritative sources of investment data.– Strengthens data quality, lineage, ownership, governance, and accessibility.– Reduces unnecessary duplication, manual processes, and reliance on spreadsheets.– Improves integration and information flow across investment and business functions.– Strengthens portfolio, risk, performance, operational, and management reporting.– Supports appropriate controls, cybersecurity, access management, and business continuity.– Accommodates the System’s future growth and evolving investment strategies.– Enables greater automation and effective use of advanced analytics and artificial intelligence, where appropriate.• Phase 1: Current state assessment and target state roadmap:– Conduct a comprehensive assessment of the agency’s investment technology, data, operations, reporting and governance environment, compare that environment with relevant industry practices, identify gaps and opportunities for improvement, recommend a target state operating model and technology and data architecture and deliver a prioritized implementation roadmap.– The comprehensive assessment shall encompass investment and supporting technology, including applications, data sources, interfaces, workflows, reporting tools, manual processes and technology related controls.• Phase 2: Procurement consulting:– Provide procurement advisory services related to one procurement initiative identified in the approved roadmap.– Development of business, functional, technical, data, integration, security, implementation, and reporting requirements.– Provide technical and subject matter expertise to support the evaluation committee during the proposal evaluation process, however, all proposal scoring, evaluation determinations, vendor selection decisions and contract award decisions shall remain the sole responsibility of agency.• Phase 3: Prospective implementation advisory services:– Any implementation advisory services, including the scope, deliverables, schedule, and compensation, will be subject to mutual agreement and documented in a separately negotiated Statement of Work and contract amendment.(2) All the questions must be submitted no later than September 18, 2026.
