Jewelry Appraiser Services

San Mateo County Aging and Disability Services (ADS) is soliciting proposals from a qualified and licensed Certified Gemologist Appraiser (CGA) from the American Gem Society, or Master Gemologist Appraiser (MGA) from the American Society of Appraisers. The CGA or MGA will provide professional jewelry appraisal services in support of the Public Administrator/Public Guardian’s (PAPG) estate property management team. As the court appointed executor of client estates, the PAPG administers the sale of client property and valuables. It is the duty of the PAPG to ensure jewelry belonging to a client or their estate is accurately appraised, as it will then be liquidated on their behalf to later pay for care or be passed on to their heirs. Typically, PAPG will wait to accumulate property from several clients/estates before an appraisal appointment is requested, unless there is an urgent need. The selected contractor will be responsible for conducting inventory appraisals in coordination with the department’s fiscal specialist, completing official inventory records with written valuation estimates, and addressing questions that may arise during the appraisal process. The contractor will be required to provide formal appraisal reports, including photographs, within two weeks of each appointment, and to retain all appraisal records electronically for a minimum of three years. Services must be provided for all jewelry items, regardless of initial estimated value.
