  "summary": "<p>In order to gain economies of scale, Mohave is formally soliciting sources for Modular and Factory-Built Buildings and Site Work as specified within this Invitation for Bid. These products are requested for Mohave&rsquo;s statewide membership of approximately 480 public agencies. The members currently eligible to participate in any awarded contract(s) as of June 5, 2025, is included in the attachment titled, <em>IFB 25G-0710 Current Mohave Members.pdf.</em>&nbsp;However, other members may be added during the term of an awarded contract(s).&nbsp;&nbsp;Members that are added during the term of an awarded contract(s) are responsible for determining if their purchases would materially increase any volume provided in the original solicitation.&nbsp;A current list of all members can be found on Mohave&rsquo;s website at&nbsp;<a href=\"http://www.mesc.org/\">www.mesc.org</a>. Contracts, in whole or in part, shall be awarded to bidder, or bidders, for an initial one (1) year term and four (4) potential one-year extensions (contract modification).</p><p>The modular and factory-built buildings requested need to be both permanent and portable. Bidders offering units through Mohave shall offer quality construction that meets or exceeds the journeyman proficiency required by A.R.S., A.A.C. and as regulated by the ADOH. In addition all units offered shall meet or exceed all current applicable standards with the U.S. Department of Housing and Urban Development.</p><p>A.R.S. &sect;41-3953 requires the ADOH to enforce standards of quality and safety for factory-built buildings. In the definitions, A.R.S. 41-4001<a>,</a>&nbsp;defines a factory-built building as:&nbsp;&ldquo;<em>a residential or commercial building that is:&nbsp;either wholly or in substantial part manufactured using closed construction at an off-site location and transported for installation or completion, or both, on-site; constructed in compliance with adopted codes, standards, and procedures; installed temporarily or permanently. It does not include: a manufactured home, recreational vehicle, panelized commercial building using open construction, panelized residential building using open or closed construction, or domestic or light commercial storage building.</em>&rdquo;</p><p>The scope of work and specifications define the quality and characteristics of the desired materials and application. They are based upon specifications for known acceptable manufacturers, processes, and materials.&nbsp; The specifications are not intended to be exclusive or to restrict competition. Bidders may offer alternate solutions, which meet the quality and performance characteristics in the specifications. Mohave shall review such bids and be the final judge on the acceptance of any alternate solutions.</p><ul style=\"margin-top: 6.0pt; margin-bottom: 6.0pt;\"><li style=\"margin: 6pt 0in 6pt 5.733334px; text-align: justify; line-height: 12pt; font-size: 12pt;\"><strong><span style=\"font-size: 10pt;\">Arizona Registrar of Contractors License clarification:&nbsp;</span></strong><ul style=\"list-style-type: square; margin-top: 6.0pt; margin-bottom: 6.0pt;\"><li style=\"list-style: none; margin: 6pt 0in 6pt 0px; text-align: justify; font-size: 11pt;\"><ul style=\"list-style-type: square; margin-top: 6.0pt; margin-bottom: 6.0pt;\"><li style=\"margin: 6pt 0in 6pt 0px; text-align: justify; font-size: 11pt;\"><span style=\"font-size: 10pt;\">Specification 1.1.01 requires an awarded vendor to have and maintain a current AROC license, and licensing from the ADOH in order to utilize subcontractors with a similar license. This information was confirmed via an email with the ADOH and found in A.A.C. R4-34-202. Bidders shall provide evidence that they have a current B-1 license from the AROC. &nbsp;</span></li><li style=\"margin: 6pt 0in 6pt 0px; text-align: justify; font-size: 11pt;\"><span style=\"font-size: 10pt;\">Specification 1.1.02 requires an awarded vendor have current licensing from the ADOH for the following licenses, if providing manufacturing, installing, and/or dealer services for modular (factory-built) buildings. Licenses from the ADOH include, but are not limited to: M-9A, M-9E, I-10G, D-10, and D-12.</span></li><li style=\"margin: 6pt 0in 6pt 0px; text-align: justify; font-size: 11pt;\"><span style=\"font-size: 10pt;\">Specification 1.1.03 requires that bidders that are in the process of being awarded a license by the AROC and/or ADOH shall provide evidence of licensing application(s).</span></li></ul></li></ul></li></ul>",
