SDTF No. TF C7573-KG: The Ministry of Health of the Kyrgyz Republic's “Primary Health Care Quality Improvement Operation (PHCQIO) Additional Financing” project, financed by the World Bank, announces a competition for the following vacant position: Date of publication: 14-08-2026 Deadline for applications: 28-08-2026 As part of the implementation of the Primary Health Care Quality Improvement Operation (PHCQIO) Additional Financing Project, financed by the World Bank, the Ministry of Health of the Kyrgyz Republic announces a competition for the following vacant position: Technical Consultant with a Background in Economics to Support the Ministry of Health in the Implementation of the State Guaranteed Benefits Program No.2 Qualification Requirements: Higher education in economics, finance, health economics. A Master's degree in health economics, finance, or public health will be considered an advantage. At least 10 years of professional experience in healthcare economics and financing, tariff development, healthcare service pricing, financial analysis, or implementation of healthcare financing reforms. Proven experience in developing, revising, or assessing methodologies for costing healthcare services, tariff setting, price list development, and healthcare payment mechanisms. Practical experience in applying health service costing methodologies, conducting cost structure analysis and costing of health services, and performing Budget Impact Analysis. Experience in the development or application of international approaches to the design of health benefit packages and their financing, including the WHO UHC Compendium, use of WHO Costing Tool, health service prioritization methodologies, strategic purchasing principles, and approaches to achieving universal health coverage (UHC), will be considered an asset. Practical experience in financial modeling, assessing the financial sustainability of healthcare organizations, and analyzing the impact of financing reforms on the state budget and healthcare organizations’ budgets. Experience in developing co-payment mechanisms, calculating the share of public financing, and assessing financial protection of the population when receiving healthcare services will be considered an advantage. Practical experience in preparing analytical reports, methodological documents, regulatory legal acts, financial and economic justifications, and recommendations for government authorities. Experience in cooperation with the Ministry of Health, the Ministry of Finance, the Mandatory Health Insurance Fund, authorized state bodies in the field of pricing and antimonopoly regulation, or similar government institutions. Practical experience participating in projects of the World Bank, World Health Organization, Asian Development Bank, GIZ, UNICEF, USAID, or other international organizations in the field of healthcare financing will be considered an advantage. Knowledge of the principles and mechanisms of health financing, the regulatory and legal framework of the Kyrgyz Republic, and contemporary international approaches to health financing. Experience in developing monitoring and evaluation systems, including defining financial indicators, data collection methodologies, and assessing the results of pilot projects, will be considered an advantage. Excellent analytical skills, experience in negotiations, and preparation of proposals for improving public policy in the field of healthcare financing. Fluency in Russian and Kyrgyz, both written and spoken. Knowledge of English at a level sufficient for working with international methodological materials and preparing technical documentation will be considered an advantage.
