(1) Vendor needs to provide management enhancement review program services to the government authority located in Paterson, NJ.– Work collaboratively with the county administrator, department of health services, health officer, and other county staff to evaluate existing operations, engage municipal stakeholders, and develop practical recommendations that are financially sustainable and operationally feasible.– Evaluate the County's current public health operations, including environmental health services, permitting, inspections, regulatory compliance, staffing, administration, and operational workflows.– Collect and analyze operational, financial, staffing, and service delivery information from the County and participating municipalities.– Assess existing municipal public health delivery models, including County–operated, municipal, and shared–service organizations.– Identify opportunities to improve efficiency, eliminate duplication, enhance regional coordination, and expand shared services(2) The contract period will be for ten years.
