RFP191013 CHARLESTON ROAD /ALMA STREET RAILROAD CROSSING SAFETY IMPROVEMENTS PROJECT

The preferred consultant team will demonstrate extensive experience in working with the JPB for design and construction requirements along the rail corridor. The preferred consultant team will demonstrate the skills necessary to complete the scope of work within a reasonable cost and schedule. Desired skills include project management, bicycle and pedestrian planning, transit planning, traffic signal design, railroad preemption and traffic engineering. The preferred Consultant team will effectively demonstrate the following skill sets: Rail corridor design experience; Traffic signal timing design and railroad preemption ; Project Manager with bicycle & pedestrian transportation planning experience; Strong civil design experience including surveying, drainage, and traffic signal design; Traffic Analysis and development experience; and Utility relocations; and Community outreach and meeting facilitation. A diagnostic team comprising of staff from Caltrans, JPB, CPUC, City of Palo Alto and the selected consultant will analyze the existing situation with respect to vehicular travel, bicycle travel, pedestrian pathways, and rail traffic, and identify improvements that will be 100% fundable under the FHWA Railway-Highway Crossing (Section 130) Program. Preliminary recommendations of the California Public Utilities Commission (CPUC) Rail Crossings and Engineering Branch staff has been discussed below. The Peninsula Corridor Joint Powers Board (JPB) and the City will be required to coordinate their respective work items.
