Description
The Pinellas County Board of County Commissioners (County) seeks statements of interest in response to this Request for Negotiations (RFN) for the purchase and development of affordable housing on the properties identified in Description of Property. The properties are being made available as single-family residential development opportunities to enhance the community, create jobs, provide new housing, and better utilize the property. The properties are intended for immediate development and not for purchase as investments . The development of the property shall commence within twelve (12) months from the closing date of the sale of property. The County will consider all qualified responses to this RFN, and evaluate each response based on the evaluation criteria established in paragraph 17 and in accordance with the procedure set out herein. RESPONDERS ARE ADVISED THAT NO NEGOTIATIONS ARE FINAL, AND NO TERMS, PROVISIONS, OR UNDERSTANDINGS ARE BINDING AND ENFORCEABLE UNTIL APPROVED IN A WRITTEN CONTRACT AUTHORIZED BY THE BOARD OF COUNTY COMMISSIONERS AS PROVIDED HEREIN. The objective of the sale of the surplus properties for affordable housing development is construction of high-quality housing, promotion of homeownership and inclusion of affordable units. All housing units must meet minimum affordability requirements and be sold to income eligible households with incomes at or below 120% of the area median income level. Preference may be given to proposals that include affordable housing units at or below 80% of the area median income.
