EXTRA-79286 - USA (Tavares, Florida) - Fee Structure Review Service - Deadline December 10,2026

(1) Vendor needs to provide fee structure review service to the government authority located in Tavares, FL. – Consultant shall review the County’s current fee structure, cost recovery practices, and revenue–generating opportunities available under Florida law, and shall identify, evaluate, and prioritize lawful fees, charges, assessments, and other revenue mechanisms that may improve fiscal sustainability while maintaining transparency, equity, and compliance.– Review all current county fees, charges, and related revenue mechanisms, then identify legally supportable opportunities to increase cost recovery or generate new revenue through fees, service charges, assessments, surtaxes, and other county–authorized revenue tools.– The Consultant’s recommendations shall identify applicable legal authorities and limitations and shall be subject to review by the County Attorney’s Office before implementation.– Inventory all existing county fee schedules, user charges, permits, licenses, assessments, and non–ad valorem charges across departments.– Evaluate whether current fees are aligned with actual cost, service level, market benchmarks, and legal authority.– Identify additional revenue generators the county may lawfully adopt, expand, or refine, including service charges, special assessments, local option taxes, and administrative fees where authorized.– Recommend a fee policy framework that supports full cost recovery where appropriate, while distinguishing policy–driven subsidies from true user–pays services.(2) All questions must be submitted no later than November 20, 2026.
