REQUEST FOR EXPRESSIONS OF INTEREST (CONSULTING SERVICES – INDIVIDUAL CONSULTANT) Name of Project: Eastern Africa Regional Statistics Program-for-Results (EARSPforR) Grant No : P176371 Assignment Title: Individual Consultant (IC) to perform the Consultancy services to develop Guidelines on Tourism Satellite Account (TSA) in Africa. Reference No . TN-STATAFRIC-AUC-386236-CS-INDV. Background Tourism is an important sector in Africa contributing highly to economic growth, employment and foreign exchange earnings. Despite this importance, measuring the economic magnitude of tourism remains a challenge in most African countries due to fragmented data systems, weak coordination among institutions, inadequate tourism statistics, and the absence of comprehensive Tourism Satellite Accounts (TSAs). These have largely affected the quality of tourism statistics which has negate impact on evidence-based decision making. Tourism Satellite Accounts (TSA) provide an internationally recognized statistical framework for measuring the direct contribution of tourism to Gross Domestic Product (GDP), employment, investment, government revenue, and other macroeconomic aggregates within the framework of the System of National Accounts (SNA). Despite its proven importance, TSA adoption and implementation across African countries remains fragmented and inconsistent. Some countries have established TSA systems while others have limited tourism statistical infrastructure. Therefore, there is need for a harmonized continental guideline to support African countries in developing, institutionalizing, and strengthening TSA systems aligned with international standards while reflecting African realities and priorities. In this context, the African Union seeks to recruit an individual consultant to develop comprehensive and practical guidelines for the development of Tourism Satellite Accounts in Africa. Objectives of the assignment The overall objective of this consultancy is to develop comprehensive, practical, and Africa-specific guidelines for Tourism Satellite Accounts. Specific Objectives: Conduct a comprehensive review and assessment of TSA implementation status across African countries, identifying gaps, challenges, and existing good practices. A representative sample of countries will be surveyed for this review spread across all RECs and with a mix of NSOs with different statistical capacities. Desktop review will also be done to complement the survey. Develop tiered TSA implementation guidelines tailored to countries at different stages of statistical capacity (basic, intermediate, and advanced tiers). Produce standardized templates, tools, and data collection instruments aligned with international standards and frameworks. Develop a quality assurance and validation framework for African TSA data, including error-checking protocols. Address emerging challenges including digitalization, use of new technologies and innovation. Support NSOs and Regional Economic Communities to harmonize TSAs data and strengthen their capacity to implement TSAs. Duration and Timeline The Individual Consultant (IC) is expected to produce a guideline document within 90 days from the date of signing the consultancy services contract. Reporting and supervision The Individual Consultant (IC) will work remotely with STATAFRIC staff and will provide regular updates according to the agreed timeline. The contract is proposed under the following terms and conditions: The duration of this contract is three months . The consultant is expected to send an updated C.V and a methodological note about the understanding of the entire assignment. Assessment report and outline of the guideline. 20 days Draft of the guideline. 30 days stakeholders’ consultations and validation report with feedback on the draft guideline. 10 days Report for in-person presentation of the updated guideline to STATAFRIC and other stakeholders. 10 days Finalized guideline. 10 days Required Qualifications and Experience The Individual Consultant (IC) should have the following; At least a master’s degree in statistics, economics, or a related field with at least 15 years of professional experience. Profound experience in National Accounts, tourism statistics and development of Satellite Accounts. Extensive practical experience with statistical standards and frameworks used in TSAs. Demonstrated effective, oral and written communication skills. Experience facilitating stakeholder consultations and technical workshops. Knowledge of Africa's statistical landscape and regional economic communities is an added advantage. Language proficiency in at least one of the AU languages (Arabic, English, French or Portuguese). Evaluation Criteria The Candidate shall be evaluated based on the following criteria: Evaluation Criteria General experience: 10% Use the general experience indicated in the ToR. Development of harmonized guidelines to facilitate the implementation of TSAs in Africa. The guideline should include: Frameworks, concepts, definitions/classifications for harmonizing TSAs. Capacity building and resource requirements. Recommendations on best practices based on international manuals on standards and methods. Quality assurance and validation frameworks. Techniques for leveraging use of technology and innovation. Organize validation/review of the guidelines by different stakeholders. Finalized guidelines and a proposed implementation roadmap for adoption. Deliverables Methodological Report: A detailed report outlining the methodology to be used to undertake this consultancy and a stakeholder engagement strategy. This should be after submission of an inception report indicating the work plan with deliverables and timelines. Review/assessment Report: Summarizing findings from the assessment of existing practices and standards, and stakeholders’ consultations. Draft of the Guidelines: Including detailed recommendations for satellite accounts for tourism. Stakeholders’ review / validation Report: Summarizing feedback and input from stakeholders Report on presentation to STATAFRIC and wider stakeholders. Final Guidelines: Comprehensive and ready for adoption by relevant stakeholders.
