(1) Vendor needs to provide next generation blue and gold health plan services to the government authority located in Oakland, CA. • Maintain and enhance plan value: Maintain the core features of the current Blue and Gold HMO with minimal disruption to members, providers, and operations while ensuring continued access to high–quality medical, behavioral health and pharmacy benefits.– Deliver a competitively priced solution, preserve quality network access, support continuity of care and effectively administer the plan's current structure and funding arrangements.• Cost management and innovation: – Deliver cost savings and long–term cost trend sustainability.– Demonstrate strategies to effectively manage medical and pharmacy cost trends, improve health outcomes, optimize network performance and leverage data–driven insights to support affordability.– Introduce meaningful enhancements to the member experience, access to care, advance care management and population health initiatives, support digital engagement, and bring forward new capabilities that position the Blue and Gold HMO for future success while maintaining operational stability and member satisfaction.• Sustainable partnerships.(2) All the questions must be submitted no later than November 10, 2026.
