(1) Vendor needs to provide professional project management services for laboratory information management system replacement. – The consultant will provide independent project management, project governance, project controls, vendor oversight, risk management, quality assurance, executive reporting, and implementation support from project initiation through final project closeout.– The firm shall possess the qualified personnel, project management methodologies, tools, and resources necessary to successfully oversee the implementation of the agency's Laboratory Information Management System (LIMS).– Vendor Management• Monitor the LIMS implementation contractor's performance.• Verify contractor compliance with contractual requirements.– Requirements, Design, Configuration, and Data Migration Oversight• Monitor implementation activities to verify alignment with approved businessrequirements.• Coordinate review of functional designs.• Coordinate review of system configuration.• Monitor interface development.• Monitor system integration activities.• Develop, maintain, and administer the Project Management Plan.• Develop and maintain the integrated master project schedule.• Coordinate project activities among all project participants.• Monitor project progress against approved milestones.• Manage project scope, schedule, budget, and overall project performance.– Project Controls• Maintain the integrated project schedule.• Monitor schedule performance and critical path activities.• Track project milestones.• Track project deliverables.• Monitor budget status.• Review proposed schedule changes.• Review change requests and recommend appropriate action.– The Consultant shall monitor testing progress, oversee defect management, validatedefect resolution, verify completion of testing objectives, and recommend advancementto subsequent project phases.(2) All the questions must be submitted no later than August 11, 2026.(3) Mandatory pre–bid meeting will be held on August 5, 2026.
