DRA-11855 - USA (Santa Clara, California) - Bike Study Policy Services - Deadline October 30,2026

(1) Vendor needs to provide bike study policy services to the government authority located in Santa Clara, CA.• The policy will build upon methodologies previously approved by the city council through prior bicycle planning efforts while incorporating community input and best practices from peer agencies.• This scope of work includes creating a transparent, consistent, and predictable decision–making framework for future bicycle projects.• Consultant shall create content to be placed on a project website that will be hosted by the city to promote outreach and education materials, document meetings, announce public events, and provide a forum for the public to submit comments.• Consultant shall create and monitor a project phone number and email address for the public to submit voicemail and email comments. A project phone number will ensure members of the public who do not have a smart phone, computer, or internet access have a method for providing comments.• Consultant shall create up to three online community surveys to obtain additional public input. The survey shall be used in addition to the website, phone number, and community outreach events and shall align with the community meetings.• Consultant shall introduce the project and solicit constructive feedback from members about the current parking or roadway reallocation thresholds taken from already approved bike projects by council.• Consultant shall review city policies, bicycle master plan, and previously approved council bikeway studies to establish the foundation for the bicycle study policy.• Common decision–making methodologies based on public outreach survey results, bicycle and pedestrian advisory feedback, and bikeway studies evaluation criteria.(2) All question must be submitted no later than October 19, 2026.(3) A contract period will be for two years.
