(1) Vendor needs to provide technology infrastructure modernization services.– Design, implement, and successfully deploy a full transition of the agency’s hybrid infrastructure to a Secure, cloud–first Microsoft 365 E5 environment.– Comprehensive implementation services encompassing a Office 365 E3 to Microsoft 365 E5 license transition, cloud identity and infrastructure migration via Microsoft Entra ID and Intune, a coexistence infrastructure bridge, endpoint management (UEM/MDM) with device migration, and advanced security deployments including Microsoft Defender.– Project entails migrating legacy on–premises Active Directory to Microsoft Entra ID, establishing unified endpoint management via Microsoft Intune (requiring on–site migration and deployment support), decommissioning local network dependencies by migrating DHCP and print services to cloud/appliance architectures, and fully implementing the M365 E5 Advanced Threat Protection and security compliance suites– Modernize its identity management while establishing the coexistence model, the Authority requires the migration of its local, on–premises Active Directory to Microsoft Entra ID, establishing a cloud environment that operates in parallel with the legacy infrastructure.– All M365 user accounts will systematically migrate to cloud–native Microsoft Entra ID identities, reducing the load on capacity–constrained on–premises servers.– Transition will establish a robust, cloud–based identity and access management system operating in a formal coexistence model alongside the on–premises Active Directory as a bridge toward full cloud adoption(2) All questions must be submitted no later than September 8, 2026.
