(1) Vendor needs to provide rental car consultant services including reviewing and evaluating current rental car operations, lease terms, and revenue structures; drafting and administering Requests for Proposals; providing strategic advisory services and preparing; and negotiating the Concession and Lease Agreements to the government authority located in Spokane, WA.1.
