All Electronic Bids must be submitted on OpenGov on or before 4:00 PM (PST) ALL BIDS MUST BE SUBMITTED ELECTRONICALLY VIA OPENGOV AND MUST BE RECEIVED PRIOR TO THE BID CLOSED DATE AND TIME.
