(1) Vendor needs to provide mental health consultant services supports a program–wide culture that promotes mental health, social and emotional well–being, positive learning environments, and overall health and safety for children, families, and staff to the government authority located in Onslow, NC.– The consultant provides ongoing early childhood mental health consultation to preschool classrooms, families, and program leadership; supports prevention and early identification of social, emotional, behavioral, and mental health concerns; strengthens staff capacity; and helps ensure services are developmentally, culturally, and linguistically responsive.• Demonstrate knowledge of infant and early childhood mental health, preschool child development, trauma–informed care, family systems, attachment, behaviour support, and culturally responsive consultation.• Demonstrate strong consultation, coaching, facilitation, and relationship–building skills.• Demonstrate strong written and verbal communication skills, documentation, organization, and follow–through skills.• Demonstrate sound professional judgment, ethical decision–making, and understanding of role boundaries between consultation, therapy, crisis response, and referral.• Ability to provide strengths–based, relationship–based, reflective consultation that builds staff and family capacity.• Provide ongoing mental health consultation services to the preschool program as needed, in alignment with Head Start Program Performance Standards expectations for regular mental health supports.• Partner with program leadership to implement a multidisciplinary approach to mental health and well–being that coordinates education, disability, health, family engagement, and community services.• Consult with teaching staff to promote positive classroom climates, nurturing and responsive relationships, supportive teacher practices, and strategies for preventing and responding to challenging behaviour.• Observe classroom environments and child interactions; provide reflective feedback, coaching, and practical strategies that support children’s social and emotional development.(2) All question must be submitted no later than August 13, 2026.
