(1) Vendor needs to provide International Registration Plan (IRP) audit services to verify registrant compliance with IRP requirements, Maryland laws, and ensure accurate fee reporting and revenue collection to the government authority located in Glen Burnie, MD.– Conduct distance audits and records reviews of apportioned fleets– Validate mileage, fleet, and registration data– Verify accuracy of fees, ownership/lease records, and reported travel– Assess internal controls and compliance with IRP regulations– Identify discrepancies, errors, or non–compliance A. Audit Planning– Develop and submit a detailed Work Plan and audit schedule– Coordinate registrant selection and obtain MVA approvalB. Audit Execution– Perform pre–audit procedures and registrant notifications– Review records, applications, and supporting documentation– Validate distance reports and fleet activity using sampling or full audit– Conduct fieldwork, data testing, and analysis(2) A pre–proposal conference will be held on July 8, 2026.(3) All question must be submitted no later than July 14, 2026.
