Pioneer Street Extension

The City of Ridgefield is accepting sealed bids for P21001 - 1 Pioneer Street Extension to be received no later than Tuesday, March 7 at 4:00 p.m. The City of Ridgefield is seeking bids from highly qualified contractors to provide all labor, supplies, equipment, a n d materials for the construction of a roundabout including excavation, embankment construction, paving with HMA and concrete, curb, sidewalk, stormwater collection / conveyance / treatment, sanitary sewer, water main, signing, striping, traffic signal, illumination, landscape improvements, and other work, all in accordance with the attached Contract Plans, these Contract Provisions, and the Standard Specifications. The Work shall be fully complete within 110 Working Days from the Notice to Proceed. Bid packages may be viewed and downloaded via the City's e-Procurement Portal at https://procurement.opengov.com/portal/ridgefieldwa beginning 10:00 a.m. on 02/21/2023. Bidders are required to register for a free account via the City's e-Procurement Portal hosted by OpenGov Procurement. Once the bidder has completed registration, you will have access to download the Invitation to Bid and other project files. By clicking on "Follow" user will be added to "Bidders" list and will receive notifications and addenda. All project or contract specific questions, requests for substitutions or changes, or requests for clarification must be submitted via the City's e-Procurement Portal, located at https://procurement.opengov.com/portal/ridgefieldwa by 4:00 p.m. on Monday, February 27, 2023. Incomplete or late inquiries may not be considered. Bidders will have the option of submitting their packets online via the City’s e-Procurement Portal hosted by OpenGov Procurement, by hand delivery, or United States Postal Service. If choosing to submit online, electronic sealed bids must be received by the City through the City's e-Procurement Portal located at https://procurement.opengov.com/portal/ridgefieldwa no later than 4:00 PM (Pacific Time) Tuesday, March 7, 2023. This is the preferred method. See Section 1-02.9 of the special provisions for submittal requirements. Submissions received after the specified time will not be accepted. The City's e-Procurement Portal Clock is the official clock for the determination of all deadline dates and times. Without exception, responses will not be accepted after the submission deadline regardless of any technical difficulties such as poor internet connections. The City strongly recommends completing your response well ahead of the deadline. The City will accept hand delivered or mailed bids that shall be placed in a sealed envelope which clearly states the name of the bidder, the date of the bid opening, and the title “Proposal for Pioneer Street Extension”. Hand delivered submissions shall be delivered to Ridgefield City Hall, 230 Pioneer Street, Ridgefield, Washington 98642. Bids that are not received by bid closing of 4:00 p.m. local time, Tuesday, March 7, 2023, will not be considered complete and will be forfeited. Bids delivered via United States Postal Service shall be enclosed in another envelope that is addressed to the attention of the Procurement Coordinator, City of Ridgefield, P.O. Box 608, Ridgefield, Washington 98642. Mail to the City of Ridgefield is received by 10:00 a.m. each day. Bidders may call the Procurement Coordinator to verify receipt of their bid. Bids that are mailed and not received by bid closing of 4:00 p.m. local time, Tuesday, March 7, 2023, will not be considered complete and will be forfeited. Each bid must be accompanied by a certified check, cashier’s check or bid bond in an amount equal to five (5%) percent of the Bid Amount. Bid opening will begin at 4:00 p.m. at which time all bids for the Pioneer Street Extension project will be publicly opened and read aloud in the Ridgefield City Hall at 230 Pioneer Street, Ridgefield, Washington.
