Vendor needs to provide investment plan service to the government authority located in Minnesota. – The plan must identify investment priorities given current and expected funding.– The PMT and the consultant team will develop a communication plan which identifies an overall communications strategy for both internal and external communications. The plan will identify the primary audiences as well as goals for project communications.– The consultant will gather and analyze all public, stakeholder and online input into a summary document. An initial summary document will be created after the first engagement phase is complete.– Plan coordination and consistency– Advancing Transportation Equity Initiative Review– Trend analysis– Financial picture/revenue projections– Scenario development and final investment direction– Implementation communication support
