(1) Vendor needs to provide human resources consultant service to the government authority located in Belfast, ME. • Independent contractors to provide comprehensive municipal human resources consulting services as needed• Consultant will act as an external advisor to the city administration ensuring compliance with labor laws, modernizing personnel policies, and handling complex employee and labor relations.• Conduct wage and benefit scale analysis relative to the Maine municipal market to ensure recruitment competitiveness and develop a payroll and compensation policy.• Assist City Administration with recruitment, hiring, onboarding, employee development, performance management, benefits administration, wellness initiatives, and training programs.• Administer and interpret multiple collective bargaining agreements and provide strategic counsel during union contract negotiations.• Update and develop personnel policies and procedures for implementation.• Serve as an objective, third–party advisor for complex personnel issues, disciplinary actions, internal investigations, and termination procedures.• Advise the City Manager, department heads, and elected officials on Human Resources matters as needed.
