(1) Vendor needs to provide tribal asset highest and best use analysis service to the government authority located in Coos Bay, OR. – Conduct a comprehensive highest and best use study of tribal assets, including land, real estate, and existing or potential revenue–generating enterprises.  – Identify strategic, market–aligned opportunities that enhance long–term economic sustainability, strengthen sovereignty and support community priorities.• Evaluation of existing tribal assets and properties:– Inventory and assessment.– Performance review of current revenue–generating assets.– Identification of underutilized or repositionable assets.• Market–driven development opportunities:– Regional and sector–specific market analysis.– Identification of viable development opportunities.– Demand/supply analysis and competitive positioning.• Land–use constraints and infrastructure considerations:– Analysis of: Zoning, regulatory, and jurisdictional considerations, Environmental and cultural. constraints and access, utilities, and infrastructure capacity.– Identification of infrastructure gaps and development prerequisites.• Phased development scenarios across the portfolio:– Development of multiple strategic scenarios (e.g., conservative, moderate, aggressive).– Phasing plans aligned with: Market timing, infrastructure readiness and capital availability.– Integration across multiple sites and asset classes.(2) All the questions must be submitted no later than June 26, 2026.
